Rostyslav Andreevich was born in Pot, Georgia.
In the year 1974 he graduated from the State University of T.G.Shevchenko in Kiev, the speciality is “Jurisprudence”.
On April, 12, 1980 in the Academic Council of the Institute of the state and right of Academy of sciences of Ukraine R.A. Kalyuzhniy defended his thesis on a theme: “Legal questions of the technical providing ACE”.
In 1984 the scientific rank of senior research worker was appropriated.
On October, 20, 1992 he protected doctor dissertation on a theme: “Theoretical and practical problems of the use of the computering engineering in the system of organs of internal affairs (organizational and legal aspect)”.
In June of 2001 the decision of the Attestation college of the Department of education and science of Ukraine appropriated the scientific rank of professor on the department of theory and history of the state and right.
The experience of scientifical and pedagogical work makes 48 years.
He prepared 12 doctors and 48 candidates of legal sciences. He has over 255 scientific labours, among them are 24 monographs, 30 textbooks and educational manuals, articles,3 articles in SCOPUS, 1 article in Web of Science editions of encyclopedic character. He was the coauthor of two scientific and practical comments to the Code of Ukraine about administrative offences and custom code of Ukraine.
During his career he was an expert of the Council of the Higher Attestation Commission of Ukraine on defense, national security and defense-industrial complex; expert of the Scientific Advisory Board of the National Expert Commission of Ukraine on the Protection of Public Morality; editor-in-chief of the legal journal "Scientific Proceedings of the National Aviation University. Series: Legal Bulletin "Air and Space Law".
He is currently a member of the International Academy of Informatization, Academician of the Academy of Sciences of Higher Education of Ukraine, Chairman of the Specialized Academic Council for the Defense of Dissertations for the degree of Doctor (Candidate) of Law at the National Aviation University, Deputy Chairman of the National Academy of Internal Affairs, member of editorial scientific journals: "Europen Reforms Bulletin" "Interscience"; "Law and Society" and others.
For the grate personal contribution to the development of native education and science, preparation of highly skilled specialists, high professionalism was the recipient of an award: by an anniversary medal “Day of militia of Ukraine “10 years”, by Cross of Honour “For a spiritual revival”, honorary diploma of Verkhovna Rada of Ukraine, Gratitude of Cabinet of Ministers of Ukraine, by the decoration of MVS of Ukraine “For the development of science, technique and education” of the second degree, and the “Best worker of MVS of Ukraine”, awarded Reward of the name of Yaroslav Mudriy, diploma "Outstanding figure of legal science".
