He was born June, 14, 1968 in Khmelnitsky region. After finishing school has been studying in Myrogotshanskyi technical secondary school. Since 1987 to 1989 to serve in the army.
In 1989 entered to Kyiv state university named after T. Shevchenko, after graduation of which got an assign to a job at Chernovtsy state university. Since 1994 to 2004 he has been working on the position of assistant, teacher, senior teacher, associate professor of department of constitutional, administrative and financial law of law faculty of Chernovtsy national university named after Juria Fed’kovycha.
In May 2001 he defended the thesis on the theme “System of financial law in conditions of transition to market economy” and got PhD degree, in 2015 conferred an academic title of associate professor in the Department of Constitutional and Administrative Law.
In 2004 he came to work at Institute of Air and Space Law of National Aviation University on the position of associate professor of department of constitutional and administrative law. Since March 2004 to June 2006 he was on the position of dean of law faculty of Institute of Air and Space Law. In June 2009 he was appointed on the position of chief of Laboratory of new technologies of legal education, and in September 2010 holds the position of associate professor of Chair constitutional and administrative law and fulfill the obligations of the responsible person at the Institute for the educational and methodical work.
