Great Kurin of Lyubeshiv district of Volyn region. After graduating from Kharkiv Law Academy, M. M. Smokovich started his public activity as a senior specialist in the chosen field, an investigator on particularly important cases of the prosecutor's office in Lutsk. In 1991 graduated from the Ukrainian State Law Academy named after. F. E. Dzerzhinsky (specialty "jurisprudence"). By a decree of the President of 10.11.2017 he was appointed a judge of the Administrative Court of Cassation as a member of the Supreme Court, and on December 6 he headed the institution. Professional legal activity of MI Smokovich is closely intertwined with the scientific. Thus, in March 2010, he defended his Ph.D. thesis "Problems of delimitation of court jurisdictions and determination of the competence of administrative courts", in 2015 - a doctoral dissertation "Theoretical basis of legal regulation of administrative court consideration of electoral disputes". Mykhailo Ivanovych focuses on the issues of the consideration and resolution of electoral disputes, and this issue is devoted to a considerable number of his publications, among them: a collective monograph "Procedural peculiarities of the judicial review of administrative disputes concerning violations of electoral legislation" (2006), "Consideration of electoral disputes by administrative courts "based on the results of a scientific and practical seminar at the Institute of Legislation of the Verkhovna Rada of Ukraine" Status and Prospects of the Development of Election Legislation of Ukraine " narrative "Consideration of electoral disputes by administrative courts" and "judicial control of the electoral process as part of the constitutional order to ensure democracy in Ukraine," paper "Evolutionary development of procedural rules for judicial resolution of electoral disputes" (2012). He is a co-author of many collective monographs, books for judges, employees of state authorities, law enforcement agencies, lawyers and scholars. In particular - one of the first desktop books for the judge "Administrative Justice of Ukraine: Problems of Theory and Practice" (2007). Other publications published in co-authorship - "Scientific and Practical Commentary of the Code of Administrative Legal Proceedings of Ukraine", "Scientific and Practical Commentary on the Code of Administrative Legal Proceedings of Ukraine", as general edited by O.M. Pasenyuk, textbook "Administrative Justice of Ukraine", "Scientific and Practical Commentary on the Code of Administrative Legal Proceedings of Ukraine", collective monographs under the general editorship of O.M. Non-reader "Administrative Justice of Ukraine: Theory and Practice", "Definition of the jurisdiction of administrative courts and delineation of judicial jurisdictions" and "Legal regulation of electoral disputes: theoretical and practical aspects". In general, he published more 200 scientific works. An active participant in scientific, international, scientific and practical conferences, seminars, symposiums, etc., devoted to problems of administrative law and legal proceedings (about 70 measures). As the secretary of the plenum of the Supreme Administrative Court of Ukraine, he was a speaker at 91 resolutions of the Plenum and in 9 draft resolutions of the Plenum of the Supreme Administrative Court of Ukraine. The title of Honored Lawyer of Ukraine was awarded to Mikhail Ivanovich in 2007, in 2015 he was awarded the Yaroslav Mudriy Award. |
