In April 19th, 2016 there were public hearing to reform bodies of local-self government with the assistance of Apparatus Solomenska District Administration in Kyiv Oleksandr Korol at Educational and Research Institute of Law.
First year students under the direction of Assistant Professor of Department of Theory and History of State and Law Nataliya Pylhun discussed issues of the constitutional reform in Ukraine, reformation of the system of bodies of local self-government and territorial organization of state power with the aim of decentralization and empowerment of local authorities on the principles of subsidiarity deconcentration of power and resources. It was interesting for the future lawyers to consider the main objectives of the reform of bodies of local-self government, such as ensuring the availability and quality of public services; achievement of optimal allocation of powers between local-self governments and bodies of executive power; determination of a reasonable territorial basis for activities of bodies of local-self government and executive authorities to ensure adequate availability and quality of public services and the creation of appropriate material, financial and organizational conditions to ensure doing by bodies of local-self government their own and delegated functions. During the debriefing the students and the representative of Solomenska DSA of Kyiv Oleksandr Korol concluded that the main purpose of decentralization of power is to create and support a favorable living environment that is necessary for the full development of a person, providing the residents of local communities by qualitative and affordable public services based on sustainable development of a legally capable community.
