On 24 April 2024, a meeting with the Head of the Academy of the National Health Service of Ukraine, Yevheniia Melnyk, was organised for 3rd year students of speciality 081 "Law" at the School of Law.
At the invitation of Nina Trotsiuk, Deputy Dean for Educational and Organisational Work, leading lecturer of the discipline "Legal Basics of Healthcare", Ms Yevheniia gave an open lecture on "The Role of the National Health Service of Ukraine in Transforming the Healthcare System".
The students had the opportunity to learn directly from the participant of the healthcare reform about the peculiarities of legal regulation of healthcare financing, the principles of the National Health Service of Ukraine as a strategic purchaser of medical services, the main institutions responsible for ensuring the functioning of the healthcare system, the medical guarantee programme, etc.
The speaker noted that the Order of the Cabinet of Ministers of Ukraine of 30 November 2016 №1013-р Concept of the Healthcare Financing Reform was approved and, after a year of heated discussions, the Law of Ukraine "On State Financial Guarantees of Medical Care for the Population" was adopted on 19 October 2017. This legislative act introduced a modern system of financing with a single payer and a single national budget based on general taxation revenues.
It is positive that during the meeting, Ms Yevheniia held an open dialogue with the students, which mainly concerned the advantages and disadvantages of the medical reform in Ukraine.
