On March 29, 2024, Danylo Hloba, Deputy Director for Legal Affairs at YouControl, a third-year postgraduate student of the Department of Constitutional and Administrative Law of the Faculty of Law, held a master class for first- and second-year postgraduate students on "Open Data Cases as a Means of Combating Corruption and Other Offenses".
The meeting was held as part of the elective course "Current Issues of Legal Regulation and Protection of Public Finances".
The event was moderated by Professor of the Department of Constitutional and Administrative Law Iryna Ustynova.
The main issues of the quality of publicly available information, which can be used to judge the processes of protecting the financial interests of a citizen, were discussed with the audience. The main negative consequences of non-compliance with financial security rules were analyzed, such as: legalization of illegally obtained income; suspension of operations by blocking tax invoices; restriction of public control over the authorities, which negatively affects the development of democracy in the country and the fight against corruption. The article also examines practical cases of using public information in the form of open data to reflect the circumstances that require caution when studying data on companies and their connections, in particular, publicly significant persons and declaring entities.
Using his own example, the PhD student also demonstrated the testing of the results of his dissertation research, revealing some issues of anti-corruption policy implementation, in particular, insufficient disclosure of data, as well as analytical tools and technologies for analyzing and identifying potential conflicts of interest in the financial sector in terms of public finance protection.
The active participation of postgraduate students during the master class proved that the topic was relevant and interesting to them, and the information provided by the moderator and speaker in every way prevents any manifestations of academic dishonesty, encourages students of the third (educational and scientific) level of higher education to acquire program competencies and comply with a set of ethical standards.
