On June 5, 2023, for applicants for the second (master's) level of higher education in specialty 262 "Law Enforcement" of the PR-103M group, Candidate of Law, Associate Professor of the Department of Criminal Law and Procedure of the Kyiv University of Law of the National Academy of Sciences of Ukraine, co-founder of the Research Institute of Pre-trial Investigation Problems, and a well-known scientist with more than 25 years of experience in law enforcement – Oleksandr Babikov gave a lecture on "Interaction and International Information Cooperation of law enforcement agencies in the field of combating crime".
"An urgent problem for Ukraine is combating organized crime. Today's realities direct law enforcement agencies to counteract criminal offenses committed by organized groups and criminal organizations by using new methods, in particular information technologies and modern telecommunications tools that have a global scale of influence, and moving away from the use of outdated methods," the lecturer said.
At the same time, the invited expert stressed that law enforcement agencies in foreign countries widely use automated information retrieval systems that can significantly optimize the disclosure and investigation of criminal offenses committed by members of organized groups. Taking into account foreign experience, the national identification information system should be based on a single technology that allows processing a wide variety of information.
The lecturer gave numerous examples from practice that prove the theses he announced during his speech. For example, Ukraine is currently interacting with the General Secretariat of Interpol within projects such as Millennium, a project designed to collect and analyze information on transnational Eurasian organized crime; "Bridge", a project to combat illegal migration; "Sidrag", a project to collect information on the distribution of synthetic drugs; and "Red Ways", a project to stop the functioning of channels of trafficking of women from Eastern Europe for the purpose of sexual exploitation in the Western European region.
According to the results of the lecture, Oleksandr Babikov wished higher education students to further use the acquired knowledge and skills in practice, for example, in the information and analytical units of the National Police of Ukraine, taking into account the best practices of European countries, transformed under the conditions of Ukrainian realities, through the use of domestic information products produced in our country.
