On April 10, 2023, as part of the celebration of the International Day of Aviation and Cosmonautics, a lecture on the topic was held by Inna Polishchuk, senior lecturer of the Department of Economic, Air and Space Law, for students of the 3rd year of the first level of higher education "Bachelor" OS "Bachelor" specialty 081 "Law" of the Faculty of Law "Post-war vectors of development of civil aviation of Ukraine".
"The war hit civil aviation particularly hard. Due to the full-scale invasion of the Russian Federation, Ukraine closed all its airspace to civil aviation flights. At the same time, all air transportation to, from and within the country has been completely stopped, the activities of dozens of airports, airlines and other subjects of the aviation market have stopped. The main challenges of the war for the aviation industry were the destruction of its infrastructure, the number of aircraft and aviation personnel with the threat of loss of qualifications, the outflow of personnel and other factors that caused the aviation industry to suffer unprecedented losses," the lecturer said.
Inna Polishchuk emphasized that currently the primary task for the recovery and development of civil aviation, according to most experts, is to support operational activities, preserve specialists, restore aviation infrastructure and resolve safety issues for the possibility of resuming flights.
In the course of the lectures, the priority steps to be taken in solving the issues of restoration and development of civil aviation in the post-war period were defined and discussed, the state and priorities of their regulatory support were analyzed taking into account international norms and practice, as well as implementation measures provided for by the framework agreement between Ukraine and the EU on common aviation space.
