On April 3, 2023, senior investigator of the organizational and methodological department of the Investigative Department of the Main Department of the National Police in Kyiv region, police lieutenant colonel Halyna Patselya conducted an online training on "Preventive work of the National Police of Ukraine" for applicants for the second (master's) level of higher education in specialty 262 "Law Enforcement" of the PR-103M group.
The interactive lesson took place within the framework of studying the discipline "Actual problems of policing", in order to consolidate the acquired knowledge and skills by students.
Halyna Patselia focused the masters' attention on the peculiarities of applying preventive police measures. "In order to protect human rights and freedoms, prevent threats to public security and order or stop their violation, the police apply within its competence police preventive measures and coercive measures defined by the Law of Ukraine "On the National Police". In particular, we are talking about the following preventive police measures: verification of a person's documents; interview of the person; surface inspection and inspection; stopping the vehicle; the requirement to leave the place and restriction of access to a certain territory; restriction of movement of a person, vehicle or actual possession of a thing; entry into a person's home or other possession, etc. During preventive police measures, the police are obliged to inform a person about the reasons for applying preventive measures to him/her, as well as to bring to his/her attention the regulations on the basis of which such measures are applied," the lecturer said.
At the end of the meeting, Ms. Halyna stressed that higher education students should clearly understand that, despite the fact that preventive police measures in a certain way restrict the rights and freedoms of man and citizen, they are applied in accordance with the legislation of Ukraine, in the interests of the whole society and the state.
