On November 14, 2022, Doctor of Law, Professor, Professor of the Department of Criminal Law and Administrative and Legal Disciplines of the Stepan Demianchuk International University of Economics and Humanities Ivan Grigorievich Bogatyryov held an indicative lecture on the topic "Actual problems of the penitentiary system of Ukraine under martial law" for applicants for higher education of the first (bachelor's) level of education in the specialty 262 "Law Enforcement".
Future specialists in the field of law enforcement considered three main issues:
- the state of the penitentiary system in modern conditions of martial law;
- criminal offenses committed in the penitentiary sphere under martial law;
- determinants of criminal offenses of convicts.
"The penitentiary system is the most vulnerable and closed in modern conditions. The subjects of this system are not only persons serving their sentences, but also penitentiary personnel – that is, persons who provide protection and maintenance of convicts. Of course, the penitentiary system is not a priority for the state, for taxpayers, but these are Ukrainian citizens to whom the state must ensure survival during the war with Russia. After all, many places of execution of punishments remained in the occupied territories, some were evacuated," the lecturer stressed.
The speaker noted that today the State Criminal-Executive Service is subordinated to the Ministry of Justice and works in two directions: the Department of the State Executive Service of Ukraine, headed by Colonel of the Internal Service Grechanyuk S.M. and the Probation Center, whose activity is to supervise those sentenced to punishments not related to imprisonment. The NAU has concluded cooperation agreements with these institutions in the framework of training applicants for higher education under the OPP "Law Enforcement", and the heads of the above-mentioned institutions are stakeholders of the Faculty of Law and speak at conferences, seminars, etc., which are held in this educational unit of the NAU.
Drawing the attention of those present to the problems that worsened after the start of the war and faced by persons serving their sentences and penitentiary staff, Ivan Bogatyrev noted that 395 convicts were pardoned and went to the front, among them there are even those who received awards from the President of Ukraine (as a rule, these are persons who committed reckless crimes and crimes not related to the deprivation of the life of another person).
