On December 1, 2021, within the framework of the cooperation agreement, 2nd year students of the Faculty of Law met with Yulia Moskovchenko, Deputy Head of the Solomenskiy district state administration in Kyiv, entitled "Legal Principles of Organization and Exercise of Public Power" .
The civil servant told about the history of creation and work of administrative service center, defined the main tasks of management, outlined the main types of administrative services and types of consultations provided by employees. Particular attention is paid to the requirements for the organization of the administrative service center, the status of administrator, rights and capabilities.
“The administrative service center is created by the decision of the relevant local council, which provides a list of types of administrative services, so different centers may have different types of such services. Additional services that may not be included in the list of administrative services are: legal advice, conclusion of contracts, reception at the premises of other organizations providing household services (for example, PJSC "AK" Kyivvodokanal")”, said Yulia Moskovchenko.
The structure of the faculty includes the Legal Clinic, which aims to provide students with practical skills in identifying legal facts and formalizing them in the form of procedural evidence, drafting legal documents, providing legal advice to socially vulnerable groups and performing certain legally significant actions for them free of charge. In this regard, the management of the Faculty of Law was offered cooperation. In the future, a separate office will be allocated for the Legal Clinic on the territory of the Solomyansky District State Administration in Kyiv after the lifting of restrictive measures imposed in connection with the spread of the David-19 pandemic. There, students will be able to conduct a reception of citizens living in Solomyanskyi district of Kyiv and by providing legal advice to gain practical skills that would allow them to determine the factual basis of legal cases, legal analysis of legislation and case law, formulate legal position in the case, have the skills of representation in courts, public authorities and local governments, etc.
Thanks to this meeting, young lawyers on a practical level were able to understand the content of the state in terms of providing administrative services and were able to directly provide legal services in the Solomenskiy district state administration in Kyiv.
