On the 9th of June in 2021, before the celebration of the 25th anniversary of the Constitution of Ukraine, an educational debate was held at the Faculty of Law of NAU on the theme: “Development of Ukrainian constitutionalism: Otto Eichelman’s Constitution”
A well-known historian-researcher, public figure Maksym Maltsev was invited to take part in the debate.
Interesting and informative reports were also made by a scientific-pedagogical staff of the Department of Constitutional and Administrative Law and students of the faculty, who covered the development of Ukrainian constitutionalism from the times of Cossack statehood to the present day. Particular attention was paid to the figures of the famous scholar-lawyer, Deputy Minister of the Hetmanate P. Skoropadskyi and the Directory of the UPR Otto Eichelman, in particular his role in drafting the Constitution and strengthening the constitutional foundations of the UPR, contribution to the state-building process in Ukraine and Kyiv School of International Law.
At the end of the event, the participants watched videos, which revealed the content of the planned but not implemented reforms by the leadership of the UPR, which are reproduced in modern administrative reform and decentralization. The video generated a fruitful scientific discussion about the provision of mechanisms for the implementation of constitutional norms and the relevance of the historical past for the development of modern constitutionalism.
