On April 20, 2021, on the occasion of the 19th anniversary of the adoption of the Criminal Procedure Code of Ukraine, Associate Professor of Criminal Law and Procedure Iryna Litvinova organized an online meeting for third-year law students at the Faculty of Law, Professor, Honored Worker of Science and Technology of Ukraine, member -correspondent of the National Academy of Legal Sciences of Ukraine Mykola Shumyl.
Mykola Shumylo has been involved in drafting the CPC of Ukraine for many years, was a member of scientific advisory councils at the Supreme Court of Ukraine and the Supreme Specialized Court of Ukraine for Civil and Criminal Cases, which is reflected in a significant number of his works on improving criminal procedure legislation.
During the meeting, the guest told about the history of the draft of the new CPC of Ukraine, which began its countdown with the adoption by the Verkhovna Rada of Ukraine in 1992 of a resolution approving the «Concept of Judicial Reform in Ukraine» and establishing the first working group to develop a new PDA. The adoption by the Verkhovna Rada of Ukraine on April 13, 2012 of the new version of the CPC of Ukraine was the result of many years of work of scholars, international legal experts and others who apply the rules of procedural law in practice.
The new criminal procedure law reflects Ukraine's desire for European standards in criminal justice, improving the legal system of the state and strengthening the protection of citizens' rights, as it was aimed at establishing a mechanism for implementing the constitutional principle of adversarial proceedings, modernizing law enforcement powers, introducing judicial control over investigative bodies and the police, the elimination of institutional pressure on the court, the application of the case law of the European Court of Human Rights and compliance with the requirements of the Convention for the Protection of Human Rights and Fundamental Freedoms, including reasonable time limits.
At the end of such a useful and informative meeting, Mykola Shumylo answered the questions of higher education students and wished them fruitful work and success in the difficult path of strengthening law and order.
