May 6, 2020, the Department of Civil Law and Process of the Faculty of Law conducted an on-line scientific-practical seminar on the topic “Comparison of Ukrainian family law with European law on protecting the rights of orphans and children deprived of parental care”. The event was chaired by the head of the department, Doctor of Law, Professor Vishnovetskaya Svetlana, and Doctor of Law, Professor Timush Irina.
The scientific-practical seminar was opened by Irina Sopilko, Doctor of Law, Professor, Dean of the Faculty of Law, who wished the participants a fruitful discussion. The event was attended by representatives of higher educational institutions and state organizations, among which: Tatyana Berkovich - Doctor of Science in Public Administration, Candidate of Jurisprudence, Professor, Professor of the Department of Information Technologies of Kiev National University of Culture and Art; Datsun Elena - Senior Lecturer, Department of Pedagogy and Psychology of Professional Education, NAU, member of the Ukrainian Union of Psychotherapists; Vitaliia Romaniuk - Ph.D. in Law, Assistant of the Department of International and European Law, Khmelnitsky University of Management and Law named after Leonid Yuzkov; Patsula Nikolay - lawyer of the company “LEX CONSULTING UKRAINE”; Poberezhnyuk Viktoria - chief specialist of the family policy department of the service for children and family affairs of the Svyatoshinsky district state administration; Panchenko Inna - psychologist of the Secondary school No. I-III No. 224 of Kyiv.
During the scientific-practical seminar the participants discussed the problems of protecting the rights of orphans in the context of adapting Ukrainian legislation to the European standard and the direct psychological adaptation of such entities, providing them with the necessary medical care. Also there were considered psychological aspects of raising a special child in the family, and modern challenges, prospects for the development of inclusive education in Ukraine.
Special attention was devoted to issues of international mechanisms for protecting the rights of orphans and the legal status of family-type homes in the system of legal forms of placement of orphans and children deprived of parental care. A comparative analysis of social policies regarding orphans and children deprived of parental care in post-Soviet countries and EU countries were also made.
Based on the results of the scientific-methodological seminar, it was proposed to involve experts in the field of legislative work, lawyers in such events, to carry out further research on protection of the rights of orphans and the problems of their adaptation by studying relevant modern scientific works, judicial practice, advanced training, and internship specialized institutions.
