The Faculty of Law of NAU together with the National Anti-Corruption Prevention and Anti-Corruption Agency (NACP), the Anti-Corruption Prevention and Anti-Corruption Committee of the Verkhovna Rada of Ukraine, the Institute of Legislation of the Verkhovna Rada of Ukraine held a public expert discussion “Countermeasure mechanisms against corruption in the transport sector”.
The moderator of the event, Dean of the Law Faculty, Irina Sopilko, noted that today corruption is one of the biggest problems in Ukraine, so the creation of a Research Center for anti-corruption activities in the transport and aerospace field at which the discussion takes place is quite natural. She noted that only by combining the efforts of scientists, legislators, anti-corruption bodies and government institutions, our state can develop ways to overcome the conflicts that occur in the anti-corruption, criminal, civil and administrative legislation of Ukraine.
NACP member Natalia Korchak spoke about the specifics of the agency’s activities to eliminate the factors that allow to commit corruption offenses, control over the observance of anti-corruption rules by political parties, officials and politicians, identifying conflicts of interest, analyzing judicial practice in cases of corruption, performance of state and local government functions.
Chairman of the Subcommittee for Preventing and Combating Political Corruption of the Committee on Preventing and Combating Corruption of the Verkhovna Rada of Ukraine Yuriy Buglak stressed the importance of holding a public expert discussion and expressed readiness to continue working in this format to improve anti-corruption legislation.
ЕDmitry Zhuravlev, First Deputy Director of the Institute of Law and Postgraduate Education of the Ministry of Justice of Ukraine, dwelled on the importance of taking into account the views of scientists on amending legislation.
The expert of public discussion, the head of the organization of activities in the field of preventing and combating corruption of the General Prosecutor's Office of Ukraine Valentina Senik analyzed the statistics of corruption and corruption-related crimes, highlighting their specificity for the transport sector. The speaker focused attention on problematic issues of preventing and combating corruption, in particular, related to the non-definition of certain concepts in anti-corruption legislation.
A public discussion expert, chief scientific adviser at the Institute of Legislation of the Verkhovna Rada of Ukraine, Anton Monaenko, shared with the panelists the specifics of conducting a search of criminal proceedings in the implementation of certain corruption crimes by an official taking into account the practice of the European Court of Human Rights.
As a result of an exchange of views during a public expert discussion, joint decisions were made to improve anti-corruption legislation and further reform the judicial branch of government.
