On the 8th of November, 2018 a public lecture by State Secretary of Ministry of Health of Ukraine Artem Yanchuk on the topic «The relevant questions about reforming of civil service in Ukraine» was taken place in the Educational and Legal Law Institute.
The consistent and effective implementation of the Agreement about an association between Ukraine and EU must create strong basic of following persistent political and economic development of our country. It also must become a base of reforming strategies of all of the main spheres related to government’s management and an implementation of European standards in order to improve the living quality of population.
As Artem Yanchuk mentioned: “The reforming of civil service has a huge impact on defining other reforms, whose results depend on quality of managed decisions which are made by public authorities”.
«“The reforming of civil service must provide it with new quality according to European practice. The priorities of reform of civil service are: • creation of civil service, which is professional, uncorrupted, prestigious, oriented on needs of citizenships; • separating the policy of administration; • implementation of a complex model connected with managing of human resources; • holding an open competition for vacant posts of public authorities; • harmonization of civil service and service in local authorities; • taking away alien functions from ministries ; • implementation of an open model of paying funds and career’s motivation for civil servants; • staff provision of the decentralization procedure. Такі зміни в державній службі сприятимуть підвищенню якості державних послуг, зростанню довіри громадян до влади і державних інститутів, що є найголовнішими складовими успіху реформ», - зазначив під час виступу Артем Янчук.
