On November 23, 2017, the All-Ukrainian Conference of Young Scientists and Students "Aero-2017. Air and Space Law" was held at the Educational and Scientific Law Institute.
Plenary session of the conference was opened by: acting Rector, Ph.D., Ph.D., Professor, Academician of the Academy of Sciences of the Higher School of Ukraine, Honored Worker of Education of Ukraine Volodymyr Isaenko, who outlined the immediate prospects of the University's development and noted that the implementation of new NAU Lawyers' projects will open new opportunities for developing their scientific and educational potential; Professor, Honored Worker of Science and Technology of Ukraine, Laureate of the State Prize of Ukraine in the field of science and technology Volodymyr Kharchenko, who emphasized the importance of expanding the network of international contacts, developing student science and supporting the scientific development of young scientists;. Director of ESLI, D. L. Sc. Iryna Sopilko, who noted that the scientists and students of the Institute want to attract attention to the problems of legal regulation of the aviation and space industry of Ukraine during the annual conference of young scientists. Volodymyr Shulga, Vice-Rector of Corporate Governance, Candidate of Economic Sciences participated in the plenary session. Kevin Lee, director of the international law department of the international peacekeeping public organization HWPL, sent his video address to the participants of the conference and hoped that the conference will be the basis for further cooperation between the NAU and the HWPL in matters of peace and security. First deputy director General of the International Airport "Kyiv" (Zhulyany), Honored Worker of Transport of Ukraine, Ph.D. Oleg Petrovsky noted the need for scientific research in the field of aviation. Georgiy Zubko, First Deputy Director General, Director for Non-Aviation Operation of the State Enterprise "Boryspil International Airport", disclosed the problem of the largest Ukrainian airport and identified ways to resolve them. The first vice rector of the Ministry of Internal Affairs of Ukraine, D.L.Sc., professor Stanislav Gusarev, noted the need to combine the efforts of scientists to solve urgent problems in legal science and to introduce innovations based on the results of scientific research into the lawmaking activity of the state. Other reports were rather interesting: of Alexander Komissarov - the head of the department of special military disciplines of the Kiev faculty of the National Academy of the National Guard of Ukraine, D.Sc., professor; Volodymyr Ryzhii - President of PE "Legal Bureau of Riga", KYU; Vasyl Semenyaka - Senior Researcher of the Institute of State and Law of the National Academy of Sciences of Ukraine named after VM Koretsky, Candidate of Law, Head of the Center for Space Law; Oleg Komisaruk - Deputy Head of the separate checkpoint "Kyiv", head of personnel department, lieutenant colonel; Eduard Kuznetsov - Advisor to the Chairman of the State Space Agency of Ukraine, Honored Worker of Industry of Ukraine, Honorary Worker of the Space Industry of Ukraine; Iryna Zavalnyuk - Deputy Director for Economic and State’s Activity, Chairman of the Tender Committee of the State Enterprise "Ukrainian Aviation Meteorological Center"; Sergey Yatskov - Executive Director of the Ukrainian Youth Aerospace Union "Suzir'ya", Director of the Kyiv Branch of the National Center for Aerospace Education of the Youth of the O. M. Makarov; Yuriy Yakovlev - Chief Designer of AEROPRAKT Ltd., President of Public Organization "APA Ukraine"; Bohdan Dolinets - Secretary of the Public Council under the State Aviation Service of Ukraine, Member of the Board of NTSAD and the Ministry of Education and Science of Ukraine; Ph.D. Kateryna Shelest - Border Guard Inspector, Master of the Secondary Control Division of the Border Guard Service "Zhulyany", a separate checkpoint "Kyiv" and others. During the section sessions of the conference, a scientific discussion on the problems related to the public-law mechanism for the implementation of state aviation policy; the transport system of Ukraine as an object of criminal law protection; improvement of private law and economic and legal regulation of the aviation industry; the development of air and space law; ecological safety of the aerospace industry; international cooperation in the space industry of Ukraine, etc., - was held. As a result of the discussion of the reports of 283 conference participants from 16 regions of Ukraine, 33 educational institutions and 15 institutions and organizations whose activities are related to the aerospace industry, a common view was reached: further development of air and space law is impossible today without the activation of scientific research in this area and improvement of the current legislation.
