On June 15, 2017, at the invitation of Alan Skurbati, the adviser for relations with the Parliament and civil society of the European Union Advisory Mission of the National Aviation University, Dmitry Bezzubov and Nadezhda Armash took part in the 4th meeting of the Parliamentary Public Platform, which is held annually under the auspices of the European Union Consultative Mission (EUAM) on the reform of the civil security sector and the Project Co-ordinator in Ukraine of the Organization for Security and Cooperation in Europe (OSCE). Theme of the meeting this time were challenges and opportunities to increase the effectiveness of criminal investigations in Ukraine.
The Chairman of the EU Advisory Mission to Ukraine, Kastutis Lanchinskas, in his welcome speech noted that CMES together with other international partners in mid-2015 conducted an analysis of the practice of criminal investigations in the National Police of Ukraine and concluded that the criminal investigation system in Ukraine is inferior to European . Normal work is significantly hampered by the use of the outdated post-Soviet criminal investigation structure, as well as the complexity of the procedures provided for in the Criminal Procedure Code. That is why the EU Advisory Mission and the OSCE Project Co-ordinator actively provide Ukrainian law enforcement bodies with strategic recommendations and raise their awareness of the best practice of the EU. The Minister of Internal Affairs of Ukraine Arsen Avakov noted Ukraine's readiness to introduce the experience of international partners in the law enforcement sphere. "Our partners understand that not all recipes that are suitable for one or another country are universal for our state. And we have the opportunity to implement here a flexible approach with the application of the best experience of civilized states, "the Interior Minister noted. The Minister of Internal Affairs also noted a positive trend in improving the effectiveness of law enforcement agencies and the level of confidence in them by the population. The Chairman of the National Police of Ukraine, Sergey Knyazev, also noted the positive changes in the law enforcement sphere that occurred in the state in recent years. The chairman of the NHRI reported on the results of the pilot project on the basis of the Boryspil police department, which combined the functions of investigators and investigators under a single subordination. "This approach has already been successfully tested in the EU countries, in particular in the Czech Republic, Lithuania, Poland and Romania. Now the pilot project is extended to eight regions of Ukraine. Expected results: Reducing bureaucracy and increasing the effectiveness of criminal investigations through uniting the functions of investigators and investigators under a single subordination.
