April, 28, 2015, «International legal regulation of the air space» section’s session of the Twelfth International Conference of Science and Technology «Avia-2015» took place in Law Institute.
The purpose of the section’s meeting was the actualization of issues concerning the formation and support of the European convergence and implementation plan of the single European sky, the important parts of which are the implementation of Ukrainian legislation and taking measures for the achieving the compatibility of national air navigation systems. In the beginning of the scientific discussion Iryna Sopilko, the director of Law Institute, pointed out that work on the agreement on Common Aviation Area goes on and scientists have to join the providing of the specific proposals regarding legal support of this process. At the meeting the problems that prevent our country from achieving the result in the difficult negotiating process concerning creating of a free sky between Ukraine and EC were discussed. The questions of Ukrainian airspace harmonization and implementation of European standards; common standards in aviation; determination of the international legal framework governing the use of airspace; legal aspects of changes in air transport in the context of Ukraine’s preparation to join the «Single European Sky»; methods of administrative and legal regulation in the area of safety and so on were considered. At the end of the event, scientists who participated in the section’s session emphasized the importance and necessity of more decisive steps on the part of both the EU and Ukraine to accelerate the implementation of the «Open Sky».
